
York County is pleased to announce that Michael Moore will join the York County Management team as an Assistant County Manager. Moore comes to York County after a distinguished career in the United States Navy where he has 20+ years of leadership, supervisory and program management experience. Moore will serve alongside Assistant County Manager and Treasurer Kevin Madden, and oversee the Engineering, Public Works and Parks Departments.
Moore will begin working for York County on Monday, Nov. 2. In addition to providing organizational leadership, he will assist the County Manager in implementing policies as established by the County Council, manage various capital projects and help the County Manager and staff in the preparation, review and monitoring of county operating and capital budgets.
“I believe Mike’s training and experiences will serve the County well as he utilizes his skills to supervise and manage the operations of our Engineering, Public Works, and Parks Departments,” said York County Manager David Hudspeth. “His engineering background coupled with his extensive management of similar logistical operations will allow him to make an immediate impact on the County’s management team.”
Moore’s most recent Naval assignment was as the Chief of Staff at Commander, Navy Region Mid-Atlantic. In this position, he oversaw the operations of 72 shore-based naval installations and facilities throughout the Northeast United States. Prior to that, he served over two years as the Commanding Officer, Naval Support Activity Souda Bay, Crete, Greece. The duties of this position are very similar to that of a city manager within a military base. He has also held several major afloat and ashore staff positions in Yokosuka, Japan, and at the Pentagon.
Additionally, as part of his transition from military service, Moore completed a three-month fellowship with the City of Chesapeake, VA. This is a cooperative program completed through the International City and County Managers Association (ICMA). During this time, Moore gained exposure to local government and worked on several management level projects.

Moore received a Master’s of Science, Accounting and Financial Management from the University of Maryland Global Campus, Adelphia, MD; Masters of Science, Aviation Systems from the University of Tennessee Space Institute, Tullahoma, TN; and, a B.A. in General Engineering from United States Naval Academy, Annapolis, MD.
