[ARCHIVED] York County Council Adopts FY 2021 Budget

Budget Adopted

During their meeting on Monday, June 15, York County Council passed Third and Final Reading of the Fiscal Year (FY) 2021 proposed budget. The proposed budget was prepared with a conservative approach and with no general fund millage increase.


Due to the recent economic crisis, County management hopes certain revenue accounts that have been significantly reduced will perform better than currently projected for the year. York County is in very good financial condition and has adequate reserves to maintain existing levels of services even during these uncertain economic times and additional years as necessary.


Highlights of the proposed FY 2021 budget are as follows:

  • The value of a mill for the entire County is projected to be $1,373,500; an increase of 2.5%. The value of a mill, for the unincorporated area of the county, is projected to increase by 1.50% for an unincorporated value of $832,300 per mill.
  • The Sheriff and Solicitor’s budgets (which are both still part of the County’s General Fund) are balanced with no millage increase.
  • Management has prepared a budget that uses approximately $2.8 million of fund balance to provide and maintain the appropriate level of services for taxpayers.
  • York County is still set to pay off the debt related to the building of new County facilities in 2024. When this debt is eliminated, the County’s debt mileage service will go to zero and taxes will be lowered for all County residents.


Significant initiative of the budget:

York County Council approved a budget that will result in a small overall tax decrease related to York County Government services. 


The FY 2021 Budget Ordinance passed First Reading during the County Council meeting on Monday, April 20, and Second Reading during the County Council meeting on May 18.
