On Tuesday, April 7, York County declared a local State of Emergency to address the Coronavirus (“COVID-19”) pandemic. Below the public will find information about the Local State of Emergency and a listing of the County’s actions permitted under the Local State of Emergency Declaration:

Friday, April 9:
- York County executes COVID-19 Emergency Responders Web Portal Agreement between York County Dept. of Public Safety Communications and South Carolina Dept. of Health and Environmental Control (DHEC).
This Agreement provides authorized 9-1-1 Dispatch Centers access to DHEC’s secure COVID-19 Emergency Responders Web Portal. Therefore, 9-1-1 telecommunicators can notify first responders if the address they are responding to has been reported to DHEC as testing positive for COVID-19.
Thursday, April 8:
These additional measures were taken at the Landfill and the 16 Collection and Recycling Centers to protect the health and well-being of York County residents and York County employees.
Local State of Emergency Declaration Information
In a special Called Meeting on Tuesday, April 7, York County Council adopted an Emergency Ordinance declaring the Local State of Emergency.
A local State of Emergency can be declared under the provisions of Section 36.06 of the York County Code of Ordinances and states that the emergency “…is imminent, and extraordinary emergency measures are deemed necessary to cope with the existing or anticipated situation.”
State of Emergency allows the County Manager to take any necessary actions for the protections of the health, safety and welfare of York County residents and visitors.
Highlights of the declaration are as follows:
- Utilize all available resources of county government as reasonably necessary to cope with the disaster;
- Transfer the direction of county agencies and departments to facilitate or perform emergency services as necessary;
- Make provisions for the availability and use of temporary housing;
- Suspend or limit non-emergency activities and prohibit public assemblies; and
- Activate the County’s 2019 Emergency Operations Plan

The declaration will go into effect immediately, and will remain in effect until emergency conditions associated with COVID-19 have subsided and the emergency activities are no longer necessary to protect the life and property of York County citizens, or upon the sixty-first day after the effective date of this emergency declaration.
