York County Council Passes First Reading of Fee in Lieu of Tax Agreement and Multi-County Industrial Park for Project Avalanche 


On Wednesday, March 11, York County Council passed first reading of two Ordinances authorizing and approving economic development incentives regarding Project Avalanche. The Ordinance authorizing and approving the development of a multi-County industrial park also includes an interlocal agreement between the County and the City of Rock Hill.


The County Treasurer Kevin Madden, recommended approval of the Ordinances based on the fact the planned development with incentives will provide a revenue stream significantly higher than other potential development opportunities.


Details of the proposed project will be presented to Council in open session at the County Council meeting on Monday, March 16. Additionally, details of the Ordinances and agreement will be made public following Monday nights scheduled second reading.
