On Tuesday, Sept. 3, York County Council adopted updates to the York County Animal Control Ordinances. These updates assist Animal Control with their mission of providing quality animal services; as well as, improving the lives of companion animals and the people who own them.
“York County made huge strides by passing updates to existing animal ordinances which support our goal to improve the lives of animals while serving the needs of our community,” said Bobbie Comer, Animal Control Supervisor. “Thank you to our York County Council for supporting ordinances that give staff the tools to improve lives in our community. Also, thank you to the many citizens that have continually supported our efforts.”
Residents who own animals should familiarize themselves with the updated Animal Control Ordinances; including the following significant updates:
- Adequate shelter additions includes:
- A shade requirement May-Sept.
- Bedding (such as shavings/straw) November-March
- Shelter that is free of urine and fecal matter
- Space for the animals to stand, turn, and lay down
- Public nuisance now addresses animal hoarding, defined as:
- (1) Collecting animals and failing to provide them with humane or adequate care;
- (2) Collecting dead animals without proper disposal; or
- (3) Collecting, housing, or harboring animals in filthy, unsanitary conditions that constitute a health hazard to the animals being kept or to the animals or residents of adjacent property.
- Clarified language pertaining to restraint requirements. In addition, a minimum kennel size has been defined as measuring at least 6 feet by 10 feet
- Owners may use trolley systems, fences, and kennels for passive restraint of dogs.
- Ordinance addressing intentional poisoning has been added
- Ordinance outlining burial requirements for proper disposal of an animal
- Modifications to impound, boarding, and microchip fees.
- An owner surrender fee has been added.
- Requirements modified for adoptability; including the ability for the county to perform home visits
