Utilities & Transportation Plan Review

The Division’s Utility and Transportation Plan Review staff reviews subdivision and commercial construction site development sketch plans, plats, construction plans and as-built or record drawings for compliance with Chapter 154 – Land Development Code of the York County Code of Ordinances and the latest edition of the York County Land Development Manual. Staff is also available to meet and consult with owners, developers and design professionals during planning and permitting for new developments or re-developed projects.   

Utility and Transportation Plan Review staff review construction plans and applications for roadway pavement and geometric design, sight distances, right of way and easement requirements, encroachment permits, notes, details, etc. which must comply with the current York County Ordinances and design standards. Construction plans for proposed public or private roads must be approved by Land Development staff prior to construction.  

Where water and sanitary sewer utilities are served and provided by York County, staff will review plans for water and sanitary sewer distribution and collection systems that are part of the project. Where the project is located within a different service area and the utilities are served by other agencies such as City of Rock Hill, Blue Granite, or other licensed service provider, County staff will require a Willingness and Capability Letter and/or plan approval from the service provider.
