Do I need a York County Permit?

A permit is required when an owner, an authorized agent, or contractor desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building, or structure; or erect, install, enlarge, alter, repair, remove, convert or replace electrical, gas, mechanical or plumbing systems.

Within this packet you will find information and guidance on the following items: 

  • Residential Permit Application (PDF) 
  • Single Family Residential Questionnaire and Checklist for Land Disturbance (PDF)
  • REScheck (document showing insulation values and window specifications) Please visit: www.energycodes.gov/rescheck for more information.
  • Manual J & D (HVAC load calculations and duct work specifications)
  • Plat with setbacks clearly labeled showing distances from all 4 property lines, and showing any easements or right-of-ways that exist on the property.
  • Plans (include foundation, framing details, elevations, floorplan)
  • Home Owners Association (HOA) approval letter, if applicable (on HOA letterhead and signed by appropriate signing member)
  • Septic Permit or Paid Water & Sewer Tap Fee Receipt
  • Impact Calculation Form (PDF) & Fee, if location is in the Fort Mill School District or Clover School District
  • If garage is detached - Garage Storage Workshop Detail Sheet (PDF)
     If garage is detached - a separate permit application will need to be completed
  • Homeowner acting as contractor- Owner's Disclosure Statement
    This form will need to be signed, notarized, and registered with the property deed at the Register of Deeds Office (6 S. Congress St. York, SC 29745)

All contractor's must be licensed through the State of South Carolina's Department of Labor, Licensing, and Regulation (SC LLR).

Getting My Permit

Plan Review - It is very important that all required applications and forms be filled out completely. Once the permit application has been accepted, please allow 5 to 7 business days for review. Permit Services will contact you when your permit is ready.

We will need a copy of your water & sewer tap receipt, unless you are on septic. If on septic, we will need a copy of your permit issued from DHEC.

Once you have your permit in hand you can schedule your inspections by going on www.yorkcountygov.com/permitting or calling Permit Services at 803-909-7200.

If you are looking to get power/saw service for your construction site, you will need to contact the electric provider for the construction location.
