A permit is required when an owner, an authorized agent, or contractor desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building, or structure; or erect, install, enlarge, alter, repair, remove, convert or replace electrical, gas, mechanical or plumbing systems.

- Plans (include foundation, framing details, elevations, floorplan)
- Home Owners Association (HOA) approval letter, if applicable (on HOA letterhead and signed by appropriate signing member)
- Septic Permit or Paid Water & Sewer Tap Fee Receipt
- Impact Calculation Form (PDF) & Fee, if location is in the Fort Mill School District or Clover School District
- If garage is detached - Garage Storage Workshop Detail Sheet (PDF)
If garage is detached - a separate permit application will need to be completed - Homeowner acting as contractor- Owner's Disclosure Statement
This form will need to be signed, notarized, and registered with the property deed at the Register of Deeds Office (6 S. Congress St. York, SC 29745)
All contractor's must be licensed through the State of South Carolina's Department of Labor, Licensing, and Regulation (SC LLR).

- HOA - Home Owners Association approval - if required

All contractor's must be licensed through the State of South Carolina's Department of Labor, Licensing, and Regulation (SC LLR).
The following items are required in order to obtain a mechanical, electrical, plumbing, or gas permit:
- Permit Application with job cost
- Homeowner acting as contractor- Owner's Disclosure Statement (PDF)
All contractor's must be licensed through the State of South Carolina's Department of Labor, Licensing, and Regulation (SC LLR).

- Accessory Dwelling Residential Permit Application (PDF), if addition is going to be used as a dwelling unit.

- If adding bedrooms and utilizing septic system, provide DHEC Approval for addition

- Home Owners Association (HOA) Approval Letter - if required, must be on letterhead and signed by appropriate signing member(s)
- Homeowner acting as contractor- Owner's Disclosure Statement

- Title must be in the name of the current owner, or have the signature of the owner on the back of the title.
- Unable to locate a title or title is in someone else's name? The DMV will need to create a new one. Find instructions and necessary forms here: DMV Forms
- Paid Up-to-Date Tax Receipt (if new, you will not have this)
- Tax receipts submitted must be for the current year. In order to obtain the current year tax receipt, please contact the Tax Assessor’s Office and request the current tax year bill be generated. Then take the current tax year bill to the Tax Collection’s Office to pay.

All contractor's must be licensed through the State of South Carolina's Department of Labor, Licensing, and Regulation (SC LLR).

- Manufactured Home Setup Permit Application (PDF) signed by applicant and property owner
- Single Family Residential Questionnaire and Checklist for Land Disturbance (PDF)

- Title or Bill of Sale
- Title must be in the name of the current owner, or have the signature of the owner on the back of the title.

- Bill of Sale is only acceptable for new manufactured homes from a dealer lot. Used manufactured homes require a title.
- Paid Up-to-Date Tax Receipt (if previously setup in York County, does not apply to new manufactured homes)
- Tax receipts submitted must be for the current year. In order to obtain the current year tax receipt, please contact the Tax Assessor’s Office and request the current tax year bill be generated. Then take the current tax year bill to the Tax Collection’s Office to pay.
- Copy of Moving Permit (if previously setup outside of York County)
- Septic Permit or DHEC Vendor Verification, if applicable
- Impact Calculation Form (PDF) & Fee, if location is in the Fort Mill School District or Clover School District
All contractor's must be licensed through the State of South Carolina's Department of Labor, Licensing, and Regulation (SC LLR).
The following information is required in order to obtain a Manufactured Home Decal:
- Manufactured Home Demo Moving Decal Permit Application (PDF) signed by applicant and property owner
- Title
- Title must be in the name of the current owner, or have the signature of the owner on the back of the title.

- Paid Up-to-Date Tax Receipt
- Tax receipts submitted must be for the current year.

Stick Built Structure:

Manufactured Home:
- Manufactured Home Moving Demo Decal Permit Application (PDF)
- Site Plan showing location of mobile home being demolished.
- Title
- Title must be in the name of the current owner, or have the signature of the owner on the back of the title

- Paid Up-to-Date Tax Receipt

Getting My Permit
Plan Review - It is very important that all required applications and forms be filled out completely. Once the permit application has been accepted, please allow 5 to 7 business days for review. Permit Services will contact you when your permit is ready.
We will need a copy of your water & sewer tap receipt, unless you are on septic. If on septic, we will need a copy of your permit issued from DHEC.
Once you have your permit in hand you can schedule your inspections by going on www.yorkcountygov.com/permitting or calling Permit Services at 803-909-7200.
If you are looking to get power/saw service for your construction site, you will need to contact the electric provider for the construction location.
