York County has two Assistant County Managers with the responsibility to assist the County Manager in implementing policies as established by the County Council, oversee departments and their day-to-day operations, investigate citizen's concerns, and assist the County Manager and other staff members in the preparation, review and monitoring of county operating and capital budgets.

The Director of Special Projects performs a wide variety of high-level administrative, analytical, and technical work for the County Manager’s Office; including but not limited to:
Assists the County Manager, Assistant County managers, and County Council to be a fiscally healthy organization that prioritizes investments toward strategic plan priorities by assisting with leading the development and implementation of the County’s annual operating and capital budgets.
Leads the coordination and technical work in the preparation, monitoring, execution, and presentation of the County’s ten-year capital plans.
Provides a high degree of cross-departmental and cross-collaborative project management; as well as, leads and manages large organization-wide complex grants
