Assistant County Managers

Functions


York County has three assistant County Managers with the responsibility to assist the County Manager in implementing policies as established by the County Council, oversee departments and their day-to-day operations, investigate citizen's concerns, and assist the County Manager and other staff members in the preparation, review and monitoring of county operating and capital budgets.

Assistant County Manager David Harmon supervises the following departments or divisions:
  • Engineering
  • Project lead over the County's new capital building projects
  • Public Works
Assistant County Manager Andy Merriman supervises the following departments:
  • Ebenezer Park
  • Emergency Management
  • Fire Safety
  • Human Resources
  • Information Techonology
  • Planning and Development Services
  • Public Safety Communications
  • Summer Feeding Program
Assistant County Manager Kevin Madden supervises the following departments:
  • Assessors Office
  • Treasurer and Finance Office
  • Purchasing Department
