Functions

The Treasurer/Finance Director is appointed by County Council to serve as the County’s Chief Financial Officer.   The Treasurer/Finance Director reports to the County Manager and supervises nineteen employees of the Tax Collection and Finance Departments.

Responsibilities

  • Works with the Independent Auditors to prepare the County’s Comprehensive Annual Financial Report
  • Conducts day-to-day accounting functions including accounts receivable, accounts payable, payroll, and general ledger transactions
  • Invests county and school funds not needed for immediate cash flow
  • Manages debt service for county and school districts

This Office Does Not:

  • Have authority to create or change tax bills
  • Have authority to alter hours for payroll purposes
  • Have authority to expend unbudgeted funds
  • Have authority to establish or change assessed values

The Treasurer/Finance Department consists of two main components, Finance and Tax Collection. The Tax Collection component includes all services related to the collection of county, municipal, and school taxes (current and delinquent) as billed by the county Auditor and Tax Assessor Offices. You may view and pay your taxes online.

The Finance component includes general accounting functions, such as accounts receivable, accounts payable, payroll, general ledger, and the county budget. The Finance department assists in the preparation of the Annual Budget. and the Comprehensive Annual Financial Report. The Finance Department is also responsible for the investment of county and school funds not needed for immediate cash flow and the debt management for the county and school districts.
