That depends on who is responsible for maintaining the road. Roads are divided into four categories: privately maintained roads, county maintained roads, state maintained roads, and municipal maintained roads.
- Private roads belong to private individuals who are responsible for maintaining the roads. These have not been dedicated to public use, therefore, the county does not perform maintenance on these roads. Typically, these roads have blue street signs.
- County roads are maintained by the York County Road Maintenance department. Typically, these roads have green street signs with county identification numbers in the lower rig corner of the sign.
- State roads are maintained by the state of South Carolina Department of Transportation (SCDOT). Generally these roads have a number designation that contains SC, US, or S. If you have any questions or concerns on these roads please call SCDOT at (803) 684-4511 or (803) 327-6186.
- Municipal roads are within a city or town, which are not maintained by the state or county. If you have any questions or concerns about these roads, please call the appropriate municipal office.
Call the Public Works Department at (803) 628-3200 and provide the following:
- Your name
- Your telephone number
- The name of the road for which the problem is being reported
- Provide detailed information concerning the problem
- Provide detailed directions to the problem area (subdivision name, road name, address or lot number, which side of the road, which main road or highway is it located off of, etc.

Our Road Maintenance staff requests that the property owner install two stakes marking the requested location of the culvert. The stakes should be 20 feet apart and should be flagged or painted. In York County, the South Carolina Department of Transportation (SCDOT) (803)737-2314 maintains traffic signals. Within the municipal limits of Rock Hill, the City (803)329-5608 is responsible for traffic signals. York County does not maintain any traffic signals.

here. Please complete the application and forward to the Road Maintenance office for consideration. You will be contacted by a staff member if they have any questions. A completed encroachment permit will be returned to you by mail.
Roads are treated for dust control with calcium chloride based on number of residents, connector status, and industrial or commercial use. Calcium chloride application typically occurs in late spring with each qualifying road receiving one treatment per year. To determine if your road qualifies, please contact the Public Works Department at (803) 628-3200 and request an evaluation of your road.
