WHAT IS THE COMPREHENSIVE PLAN?

  • An assessment of the pieces of the puzzle that will guide future development in the community - What do we have? What do we want?
  • States the community's goals for the future - How do we get to what we want?
  • Looks at trends to see where we are headed.
  • Lists community's strengths. How do we build upon those?
  • Lists our community's weaknesses. How do we improve those?
It examines 7 key issues

Population: Are we growing? Who are our neighbors?
Development/Land Use: What kind of growth do we want? Where should it happen?
Economy: Are we keeping up? Do we have the kind of jobs we want?
Housing: Who lives in York County? What kind of housing is needed?
Infrastructure: How can we make the most of our limited dollars?
Natural Resources: What is the wisest use of our land, not only for us but our children?
Cultural/Quality of Life: For our enjoyment, but it also makes us economically competitive.

WHY DO WE HAVE A COMPREHENSIVE PLAN?
  • Promotes the best use of limited resources - determines what the most important needs are so the County can prioritize them as they make decisions on how to use their resources.
  • Enables the County to provide efficient services - encourages development where services are already available or easily accessible which saves tax money on extending services elsewhere.
  • Improves and protects property values - homeowners and industries both invest more in their property when they can predict what will happen nearby.
HOW DOES THE PLAN WORK?

The comprehensive plan examines general community trends and existing conditions to determine how resources could best be used. The plan provides recommendations, based on citizen input, which set out priorities on how the community should grow. Once the plan is adopted, the County can use it is a guide for making decisions involving land use issues, providing infrastructure and public services, and community development needs.
