Functions

Responsible for recruiting new employees for vacant positions, managing training, benefit and classification/compensation programs for existing York County Employees and processing a bi-weekly payroll for +850 employees.

Responsibilities

  • Recruit applicants for vacant positions for all county departments
  • Manage benefits programs for employees (i.e. medical, dental, life, and long-term disability insurance coverages; S.C. Retirement, S.C. Deferred Compensation etal. )
  • Implement and maintain employee sick/vacation/holiday and compensatory leave policies
  • Manage and oversee implementation of Federal laws governing Family & Medical Leave
  • Input and processe biweekly payroll according to county policies and Federal Fair Labor Standards to ensure employees are paid appropriately
  • Manage a classification/compensation program for employees which provides job descriptions and appropriate pay levels based on skill and educational requirements
  • Manage an employee training program to which assists employees in gaining information to improve their technical and conceptual skills to improve their overall performance
  • Manage a School-to-work and College Internship program to provide departments with supplemental staffing needs and provide work experience for local students.
  • Manage a Seniorworks program which provides an opportunity for York County citizens age 60 or older to work in county departments and be reimbursed up to the amount of their county tax bill at a rate of $6.55 per hour.
  • Provide assistance to employees and retirees as needed

This Office Does Not:

  • Make hiring decisions regarding employment vacancies. Department heads have that responsibility.  HR does perform necessary background checks and monitors new hire drug screen procedures.
  • Does not discuss individual medical information with providers or employees due to Federal HIPPA privacy laws.

  • The School-To-Work Program offers special staffing needs to county departments utilizing local high school students, who gain valuable knowledge and experience. Students are recommended through their respective schools based on their vocational interests.
  • The College Internship Program provides departments with more technical staffing assistance. College students are recommended by Career Services and work in departments related to their area of academic interest.
  • The SeniorWorks program is offered to York County citizens age 60 and older, whereby they are reimbursed for the county portion of their property tax bill. Participants in the program work for county departments until the total monetary compensation (at minimum wage) is equivalent to the York County government portion of their current real property taxes on their present, primary, non-commercial, residential property in York County. Rental property is not permitted. Compensation is paid in a single payment after satisfactory completion of the assigned work. To apply, a copy of the most recent tax receipt showing payment of taxes due, a copy of the applicant's drivers license/state identification, and a copy of a recent telephone or utility bill to verify primary residence must be submitted with the application.
