Plan Review

 Plans for development are reviewed by the engineering department, as well as other York County departments for compliance with the York County code of ordinances.  This includes commercial, subdivision and individual lot plans. Coordination of the plan review process is provided by the DCC

On this page, you will find links to checklists, NOI applications, and other forms required as a part of the engineering department's plan review process.  In addition, York County title blocks and other templates have been created for the use of developers and engineers to help expedite the review process.  It is recommended that all plans be submitted in accordance with the York County CAD Standards.  Each sheet in a plan set is required to have an approval block on the lower right-hand corner of each page.  A copy of this approval block can also be downloaded from the CAD Standards page.

The checklists found on this site are to assist engineers and developers with the preparation of development plans per York County Engineering criteria.  Other departments and agencies may have additional requirements and checklist.  The design elements included in a particular development, will determine the checklists that are to be used.  Below is a brief explanation of the checklists and a description of when they are to be used.

  Environmental Compliance Design

“Checklist for less than 1 acre disturbance” – This checklist assists with sediment and erosion control design measures on sites that disturb less than 1 acre of land.  This is for use by residential and commercial developments.

 “Stormwater Management and Sediment and Erosion Control Plan Review Checklist For Design Professionals” – This checklist assists with sediment and erosion control design measures on sites that disturb more than 1 acre of land.  This is for use by residential and commercial developments.
 
“Individual Lot Checklist” – This checklist assists with sediment and erosion control design measures on individual lots which require an NPDES permit.  This is for use by residential developments only.
 
“Notice of Intent (NOI) for land Disturbing Activities” – This is a state-supplied form to assist with the erosion and sediment control measures and water quality design requirements of sites disturbing 1 acre or more of land.  This is for use by residential and commercial developments.
 
“Financial Responsibility & Ownership Form” – This form is required to identify the financially-responsible party for any site submitting plans.  This is for use by residential and commercial developments.
 
“Stormwater Project Information Record” – This form is used for database entry.  This is for use by residential and commercial developments.
 
“Permanent Stormwater System Maintenance and Responsibility Agreement” – This form is required of all sites that use Best Management Practices (BMPs) to meet the requirements for water quality design.  It identifies the party responsible for the ownership and maintenance of the BMPs.
 
Water & Sewer Design
“Water and Sewer Service Connection Checklist” – This checklist is for any commercial development with access to County-owned water and/or sanitary sewer utilities that want to connect to a County water and/or sanitary sewer main.  This checklist does not apply if an extension of the county’s water and/or sanitary sewer system is proposed.
 
“Water and Sewer Acceptance Checklist” – This checklist is for commercial and residential developments that proposed to dedicate water and/or sanitary sewer facilities to York County for ownership and maintenance.  It identifies the forms and documents required for the County to accept a water and/or sanitary sewer utility into its system for ownership and maintenance.
 
“Water and Sewer Plan Checklist” – This checklist identifies water and sanitary sewer design elements required on plans submitted for review for county water and/or sanitary sewer line extensions.  These requirements apply to residential subdivisions and commercial developments if an extension of the county's water and/or sanitary sewer system is proposed.
 
“Water and Sewer As-built Checklist” – This checklist identifies items that are required for as-built/record drawings of a water and/or sanitary sewer utility system.  This only applies to facilities that are being dedicated to York County for ownership and maintenance.
 
“Final Plat Checklist” – This checklist is for residential and commercial subdivisions.  It contains items required for receiving final plat approval regarding water and sanitary sewer systems, along with transportation system design.
 
Transportation Design
“Preliminary Plat Checklist – Transportation Design” – This checklist identifies transportation-related design elements required of a residential or commercial subdivision that is proposing public or private roads.  This checklist also identifies transportation-related design elements required for residential developments that access a public and/or private road.
 
“Commercial Site Plan Checklist – Transportation Design” – This checklist identifies transportation-related design elements required on a commercial site plan.
 
“Final Plat Checklist” – This checklist is for residential and commercial subdivisions.  It contains items required for receiving final plat approval regarding transportation systems, along with water and sanitary sewer system design.
