The Environmental Compliance Division reviews industrial, commercial and residential plans for compliance with the York County Stormwater Management and Sediment Control Ordinance.  For sites that disturb greater than one (1) acre of land, the department also reviews plans for compliance with South Carolina Department of Health and Environmental Control's (SCDHEC's) NPDES regulations.  Once the plan is approved, the NPDES fee and Standard Reporting Form For Construction Sites is forwarded to SCDHEC.

The following is a list of the fees that the Division charges for the review of the plans and issuance of the grading permit per §152.33 Fee Schedule:

Initial Submittal

$125 per disturbed acre, $50 minimum for less than one (1) acre *

* Additional acreage added during review or as a submittal for a revision to an approved plan is assessed at $125 per additional acreage disturbed.

Re-review Submittal

Five (5) items or less omitted from plan submittal checklist --- No re-review fee

More than five (5) items --- $50 per disturbed acre ($1,500 max.)

Subsequent Review Submittals

$50 per disturbed acre ($1,500 max.)

for Comments not addressed properly or for Additional items added during review that need to be addressed
