Governing Body: A board consisting of six members: three members are recommended by the Municipal Council of Rock Hill and one member each recommended by the Municipal Councils of Clover, Fort Mill, and York. Those members recommended are then appointed by the Governor with the advice and consent of the Senate from York County.

Term of Office: Three-year terms

Function: To construct and operate a system for the transmission and sale of natural gas, and to hire employees, enter contracts, establish rates, issue bonds, and exercise the power of eminent domain for this purpose.
